22.02.260 Master, journeyman, and qualified individual.

(A) General. A master plumber, master electrician, journeyman plumber, journeyman electrician or qualified individual are individuals who have demonstrated competency to lay out, inspect, install and supervise all aspects of plumbing or electrical work in one or more categories of the trade:
(1) Master Plumber. All aspects of plumbing work;
(2) Journeyman Plumber. All aspects of plumbing work;
(3) Journeyman Plumbing Specialty. Residential swimming pools, spas, and fountains;
(4) Master Electrician. All aspects of electrical work;
(5) Journeyman Electrician. All aspects of electrical work;
(6) Journeyman Residential Electrician. Electrical systems in and associated with one and two-family dwellings, including swimming pools;
(7) Journeyman Sign Electrician. Electrical-discharge lighting, neon tubing, neon skeleton tubing, and signs;
(8) Technician. Commercial sound, radio, television and low voltage control systems.
(B) Duties. A master, journeyman or qualified individual employed by a contractor pursuant to Section 22.02.250 is responsible to the contractor for the quality of the work, code conformance, workmanship, legal requirements, and all provisions of this chapter and the technical codes and has the following responsibilities.
(1) Supervision and Inspection. The master or qualified individual has responsibility to:
(a) Supervise and inspect the work performed pursuant to the scope of the permit and the approved construction documents;
(b) Verify the work meets all the requirements of this chapter and the technical codes; and
(c) Ensure that the work is performed to recognized industry standards.
(2) Construction Document Preparation. When construction documents are not prepared by a Nevada licensed engineer or registered architect who is responsible for the work, the master or qualified individual is responsible for the correctness of the construction documents in conformance to this chapter and the technical codes.
This includes all work provided for review by the building official prior to issue of a permit or provided for approval by the building official of a change to approved construction documents. Construction documents prepared by a Nevada licensed engineer or registered architect shall be stamped, dated and signed by that person. Construction documents prepared by a master or a qualified individual shall be signed by that person and specify a master’s or a qualified individual’s registration number.
(3) Pre-testing Required. The master or qualified individual is responsible to ensure that all required life-safety systems provided in any building (i.e. fire alarms, emergency generators, duct detector devices, voice alarm/paging systems, central controls, and other electrical systems) are pre-tested and in proper working order prior to making inspection requests to the building official.
(C) Certification. A certification issued by a third party agency in compliance with the following standards and maintained in current standing by renewal of the certification shall be recognized by the building official as meeting the technical requirements required in the duties of a master or qualified individual stated above:
(1) A master plumber, electrician, neon electrician, or technician who was previously tested and certified under the Clark County joint board of plumbing and Clark County joint board of electrical Examiners program prior to July 1, 1985.
(2) A plumbing or electrical qualified individual who, after July 1, 1985 has taken and passed the qualification examination of the Nevada State Contractor’s Board (or its authorized third-party testing agency) for one or more categories of plumbing or electrical contracting.
(3) Clark County accepts plumbing and electrical qualified individuals who have been tested and certified by the Nevada State Contractor’s Board as being competent to perform duties identified in the plumbing or electrical code of Clark County to the extent of this qualification. This means that a plumbing or electrical qualified individual shall be verified as competent in the specific area of plumbing or electrical work requested in the permit.
(D) Renewal of Certificates. Every master, journeyman and qualified individual is responsible to ensure that their certifications are maintained in current active status in accordance with the requirements of the third-party testing agency accepted by Clark County and to renew as required.
(E) Certificate Revocation. A master or qualified individual found not to meet the qualification standard of the Nevada State Contractor’s Board for a qualified individual in any of the appropriate electrical or plumbing contractor’s classification shall not be recognized as certified, until the individual meets the standards of certification by reexamination. Failure of the master or qualified individual to comply with the provisions of the Clark County Code shall be grounds for revoking the certification. (Ord. 3618 § 2 (part), 2008)
